This is a copy of the letter sent to Teller County. Teller County shows receiving this letter on May 24, 2001. The content of the letter has not been altered. The format was changed in a few places only for easier reading. Emphasis is in the origianl. The original letter was almost 3 very full pages long. Remember, this was written after she was fired, in writing. Her numbering errors we left in place.

Dear Janet,

              Please accept this letter as my written request to be released from the above mentioned building permit. I am briefly outlining the project below, but the main reasons for my request to be released are because the homeowner will not comply with what I strongly believe is in the best interest of the project and ultimately, the homeowner(s), and they insisted on constant interference with the workers, as well as routine project changes, - which led to confused by the sub contractors. I would have gotten this letter to you sooner, but I was waiting to meet with the homeowner to finalize details, and I have attempted to pick up the permit to make my file copies of the inspections, etc., to attach to this. The homeowner refused to relinquish their permit, allegedly at your insistence, so I will only request the inspection report prior to submitting this to you. I have been supervising this project since last fall (application date 9/2000). The project went well – with the exception of a few issues:

  3. 3. Septic issues – several of them major

              The timeline for the project is as follows – keeping in mind that the dates are approximate and may not be the exact date of the work. Additional septic issues will follow.

              The septic installation for the project was a more involved project. It involved several percolation tests, several locations, several inspections, and three contractors (so far). The process went something like this:

26. There is no septic field currently installed. I have no idea who is doing the system, but Affordable Excavating is not. The homeowner's demands have priced the system prohibitively.

              This project has taken an unfortunate turn, but the construction portion that I have any control over had gone well. I understand the homeowner's frustrations, but there have been no delays beyond a few days with the exceptions of the septic and the floor. The septic is an issue that I cannot control, and the floor being poured was an intentional delay. I don't believe that it would be in the best long-term interest of the homeowner to pour the concrete on a frozen pad. The engineer who designed the basement expressly prohibited it. I explained that to them, and they appeared to agree that it was the right decision.

              It is my belief that there currently are no stairs built, the septic is not completed, the firewall is not completed, and the project is not ready for a final inspection. If left alone, I would have had the house part complete, and possibly the septic also. I am including a modified contractor change order to outline the workers that worked under my license, as well as what they did on the project – mostly for future (insurance) use. I hope that the Hart's get their project completed, and I would have completed it for them, I just can't allow unlicensed or uninsured workers on the jobsite, and they refused to allow me that right. As a side point mostly for conversation, the project is currently 29.7% under budget, which equates to nearly $30,000.00. There is currently $9,000 allowed for septic completion. I consider this a well-managed project that ran into issues that were out of everybody's control. Considering how many projects that you review, I hope after reviewing this, you'll agree.
