Dear Monica,

The disbursement sheet we have from you for the last draw you paid, doesn't show the full amount that NorthStar is showing received. The carpeting is an example. Your sheet shows only paying the contract amount, not the full amount billed. Yet NorthStar is showing the full amount paid. In our earlier conversation, you said you had in fact paid the overage but only because you had been told that it was the last draw and there was money left over. This seems to indicate a second payment for which we have not received any paperwork. This is becoming important because these overages are being charged to us.

We would also like to know when your inspector took pictures at the house. We have over 40 pictures taken December 18 that show the house was filthy. If the pictures taken by your inspector show a clean and orderly house, your inspector either deliberately did not photograph the rubble and trash or your inspector submitted the wrong pictures to you.

When the 'last draw' was signed on November 22, the house had no propane, no electric, and no water. We find it difficult to believe your inspector would approve the house as being done and ready considering these omissions.
